Council Review

The council review is the second step of the review process, and the goal of this review is to determine whether the project fits with the program goals of the funding institute. The priority score cannot be changed by the council review, although the institute can choose to fund or not fund the application at this point. In making a final funding decision, the funding institute considers the following things:

  • The priority score of the application;


  • The salience of the application to the mission of the funding agency; and


  • The availability of funds.


  • Grants for amounts less than $25,000 do not receive a council review.
